Very much similar to the Group by Employee view of Develop Insights, the "Grouping by Function" view will help admins and people managers get a deeper understanding of how the different functions are progressing on the competencies they're working on.
Expanding on any of the functions will show the break-down of departments and sub-departments under the said function, the number of people in those, and just like the rest, progression data of these individual departments.

Few ways this information will be helpful for the admins are,
For functions where there's a big gap between the initiatives added and completed, admins can check with the respective function heads to provide support to the team members who are working on the said competencies, for completing the initiatives.
In case of feedback, admins can check if a team is receiving more advice as compared to praises, which is becoming an obstacle in the competency progression. They can then speak to the respective function head to identify the lags in their team to turn those advice into praises.
Identical to the initiatives section, whenever there's a big gap between agendas added and completed, admins can check with the respective function heads to provide support to the team members who are working on the said competencies, for completing their agenda items.
